This research aimed to 1) study the problems and wishes of management, 2) develop a management model that can increase educational quality and improve the standard, and 3) evaluate the developed management model. The target samples were those schools under Roi-et Educational Service Area 1 that had a level of education lower than the quality standard. The instruments for the research were a recording form, an interview, the minutes of a meeting, and an evaluation form. The research methodologies were divided into 3 phases : the first phase was to study problems and wishes, the second to develop a model of management, and the third to evaluate the model.

This was an action research project The research results identified the following three categories: (1) The important problems and wishes centered around two issues: effectiveness of planning and controlling and drafting a management model...
