The German Institute of Development and Sustainability (IDOS) publishes four independent publication series. IDOS researchers publish their current research results in Discussion Papers, Policy Briefs and Studies. Visiting scholars and cooperation partners also have the opportunity to publish their research results in one of the IDOS series. Publications from the series Analysen und Stellungnahmen, Briefing Paper and Two-Pager / Zweiseiter, which will be discontinued in 2022, will continue to be available online. The fourth publication series is for opinion pieces: The Current Column regularly comments on the latest developments and issues in international development policy. IDOS researchers also regularly publish their research results in peer-reviewed and non-peer-reviewed German and international journals and publication series of other research institutes and institutions as well as with renowned book publishers.
In addition, they use blogs and online platforms of partner institutions to communicate the Institute's research and advisory activities to an interested public. Lorch, Jasmin / Sebastian Ziaja (2025) Policy Brief 33/2025 The suspension of US foreign aid by President Trump in January 2025 marked a significant shock to the global aid ecosystem, raising critical questions about the behaviour of European official development assistance (ODA) donors... Against this backdrop, we examine the German public’s opinion on the USAID shutdown and their preferences for Germany’s and the European Union’s aid policies. A rapid survey conducted in February–March 2025 shows that while Germans broadly view the Trump administration’s decision to freeze US aid negatively, expressing particular concern about its impact on humanitarian issues, a substantial majority... Our analysis indicates that political ideology, populist attitudes and trust in the German federal government significantly shape whether individuals view the shutdown favourably and whether they support either mimicking US aid cuts or stepping... In einem vom DEval durchgeführten Umsetzungsmonitoring wird bewertet, inwieweit die Empfehlungen aus der DEval-Evaluierungen tatsächlich in der entwicklungspolitischen Praxis verwirklicht wurden und ob die mit der Empfehlung intendierten Veränderungen eingetreten sind.
In diesem zweiten Synthesebericht werden die Erfahrungen zur Umsetzung von Empfehlungen aus zehn DEval-Evaluierungen ausgewertet, die zwischen 2019 und 2022 abgeschlossen wurden und zwischen 2022 und Anfang 2025 das Umsetzungsmonitoring durchliefen. Die Ergebnisse werden mit den Erkenntnissen aus der ersten Synthese zusammengebracht, die 2023 veröffentlicht worden ist und in der ebenfalls zehn Evaluierungen untersucht wurden. Multilateral development cooperation helps overcome present-day global challenges such as poverty, hunger and climate protection; it thus contributes to achieving internationally agreed goals, such as the United Nations Agenda for Sustainable Development. DEval has evaluated the multilateral engagement of the Federal Ministry for Economic Cooperation and Development (BMZ), focusing on the criteria of relevance, coherence and efficiency. Among other things, the evaluation analyses the extent to which the BMZ's strategic priorities are reflected in the multilateral portfolio, and whether bilateral and multilateral development cooperation are appropriately interlinked. This policy brief presents key conclusions and recommendations of the DEval evaluation.

In dieser Evaluierung wird unter anderem untersucht, inwieweit strategische Prioritäten des BMZ im multilateralen Portfolio abgebildet sind und die bi- sowie die multilaterale Entwicklungszusammenarbeit angemessen ineinandergreifen. Die Schulssfolgerungen und Empfehlungen der DEval-Evaluierung werden in diesem Policy Brief zusammengefasst und analysiert. IDOS is a non-profit company with limited liability.
While the Institute maintains its institutional independence, which is guaranteed by the Institute’s founding statute, its shareholders are the Federal Republic of Germany and the Federal State of North Rhine-Westphalia. Since March 2020, Anna-Katharina Hornidge leads the institute as its director. At present, IDOS has a staff of more than 200, two-thirds of whom are researchers. IDOS draws together the knowledge of development research available worldwide, dedicating its work to key issues facing the future of development policy. IDOS’s research is theory-based, empirically backed, and application-oriented. It serves as the basis for the Institute’s consulting activities, which in turn provide the initiative for further research programmes.
IDOS’s Postgraduate Training Programme is an integral component of the Research and Consulting process. The policy advice and consulting services IDOS provides are bearing on the framework conditions of development policy, including issues concerned with world economic policy, foreign policy, and security policy.
