The Summit was conceived at the height of the COVID-19 pandemic, when there was a perception at the UN that, rather than cooperating to face this global threat that affected all of us, countries... “We were really confronted with the gap between the aspirations of our founders, which we were trying to celebrate at the 75th anniversary, and the reality of the world as it is today”, says... “The problems that we faced, the threats, but also the opportunities and the imperfections in how we respond”.
The UN Summit of the Future offers a pivotal moment to rethink and retool the institutions of global governance. Yet the Summit faces significant challenges, not limited to diverging national interests, entrenched institutional power structures, and immediate global crises demanding attention. What is — and is not — likely to be included in the Pact that emerges from the Summit? We are closely following the Summit and its outcomes. The agenda is ambitious, and the current version of the resulting Pact (and Declaration and Global Compact) contains long lists of actions with few details on how these actions get implemented. A recent expert panel convened by the Carnegie Endowment for International Peace explored the goals, challenges, and potential outcomes of the Summit of the Future.
The panel, moderated by Stewart Patrick, Senior Fellow at Carnegie Endowment , included: The Summit of the Future was born out of UN Secretary-General António Guterres’ 2021 report, Our Common Agenda, a far-reaching vision of the reforms necessary to tackle global challenges. According to Slaughter, a member of Guterres’ High-Level Advisory Board on Effective Multilateralism, the report laid out what the UN needed to go forward effectively. On September 22-23, heads of state and government will gather in New York for the Summit of the Future, which will open the high-level week of the 79th session of the UN General Assembly. The Summit has its origins in the 2021 report Our Common Agenda by UN Secretary-General António Guterres: it emphasises that today’s most pressing challenges can only be addressed through international cooperation. The centrepiece of the Summit will be the adoption of a Pact for the Future by the General Assembly, which covers five key areas: The Pact will also include a Global Digital Compact and a Declaration on Future Generations as annexes. In theory, negotiations on the Pact for the Future ahead of the Summit could help UN member states to strengthen their commitment to multilateralism and re-energise efforts to collectively address global challenges. The reality, however, is shaping up to be far more pessimistic.
