It is a comprehensive child development program which is child focused and has the overall goal of increasing the school readiness of young children in low-income families.

Head Start not only fosters healthy development in the children and the strengthening of families, but also provides a range of services in medical, dental, mental health, nutrition and parent involvement. It is designed to be responsive to each child and families developmental, ethnic, cultural and linguistic heritage and experiences. Early Head Start This program is for infants and toddlers from birth to three years old and pregnant women. The pre-natal program for pregnant women is designed to work with pregnant women to insure that pre-natal medical care is received and to prepare them for the birth of their child. Early Head Start for infants and toddlers is based on the findings that early intervention through a high quality program enhances children's physical, social, emotional and cognitive development and enables parent to be better... It also helps parents to determine and achieve their own personal goals.

Early Head Start-Child Care Partnerships This program is for infants and toddlers from birth to three years old. The EHS-CCP brings together the strengths of child care and Early Head Start programs. Early Head Start provides comprehensive family centered services within high-quality early learning environments. Child care centers and family child care providers respond to the needs of working families by offering flexible and convenient full-day and full-year services. Each Head Start agency shall make available to the public a report published at least once in each fiscal year that discloses information from the most recently concluded fiscal year. This report is as required in the Head Start Act as amended (42USC 9801)
