Involving all Finnish higher education institutions, Digivisio 2030 is a joint programme whose aim is to create a future for learning that benefits higher education institutions, learners and our society as a whole. 37 Finnish higher education institutions have signed the programme’s participation agreement, and the programme office was established at the end of 2020. Digivisio enables learners to learn more easily and flexibly, thus allowing them to accumulate the necessary expertise for a constantly changing world. Digivisio strengthens the role of the teacher as a producer of high-quality content and as a facilitator of internationally renowned study experiences.
Digivisio ensures that the standard of higher education rises and Finns’ access to employment improves – both in Finland and abroad. Digivisio 2030 aims to produce the following by 2030: Finnish higher education institutions have joined forces in the Digivisio 2030 programme to build the future of learning. A total of 37 Finnish higher education institutions are involved in the programme. Opin.fi service, launched in spring 2025, is the first result of the collaboration between higher education institutions within Digivisio.

The service makes it easy to find open studies to suit one’s needs or life situation. Users can explore, compare, and filter studies from different institutions on one platform. The Finnish higher education institutes have launched the Digivisio 2030 program, which is a joint, agreement-based program for higher education institutes. The key objective of Digivisio is to open up national learning data reserves for use by individuals and society, enabling the development of pedagogy and the renewal of higher education institutes.
In 2030, Finland is a model country for flexible learning in 2030. Learners are provided with data on their own learning in a secure manner. This enables and supports their learning throughout their lives. ‘Aalto University has an important role in this joint effort with Finnish higher education institutes, and we are able to share learnings from our own Digital Aalto program. It is described in more detail in this article. The Finnish higher education model comprises two types of higher education institutions: universities and universities of applied sciences. The mission of universities is to conduct scientific research and provide education based on it. Universities of applied sciences offer more practical education that aims to meet the needs of the labour market. Universities, which provide higher scientific and artistic education, award bachelor’s and master’s degrees as well as postgraduate degrees, i.e. licentiate and doctorate degrees.
Universities of applied sciences award bachelor’s and master’s degrees. All Finnish higher education institutions are independent legal entities and their main funding comes from the state budget. In the Digivisio 2030 programme, both universities and universities of applied science work together towards the common goal of an internationally recognised open learning ecosystem. The world is changing fast, faster than we can imagine. Expectations and ways of doing things are changing too. There is a constant need to acquire new skills, and learning and expertise will take steps we can’t even imagine today.
Finnish universities have decided to try to anticipate future needs and are building the future now. Digivisio’s goal is that by 2030, continuous learning and upgrading skills will be a natural part of everyone’s life. The first product of Digivisio is the Opin.fi: a joint service of Finnish universities and universities of applied sciences with a diverse selection of open higher education studies on a single site. Continuous learning and complementation of competence are a natural part of society. Opin.fi will be available to all learners. The next phase of the project begins: service development continues, the focus shifts towards new user groups, including degree students, and HEI’s international networks and ways to support them also figure on the project... The first higher education institutions and learners will have access to the beta version of Opin.fi at the end of the year.
The lessons learned will be used to develop the service further. The themes and objectives of the project for the following years will be identified more accurately. The first version of Opin.fi is completed and piloted together with the higher education institutions. HigherEd Hub Finland Oy is established as a company that will operate Opin.fi.
