Involving all Finnish higher education institutions, Digivisio 2030 is a joint programme whose aim is to create a future for learning that benefits higher education institutions, learners and our society as a whole. 37 Finnish higher education institutions have signed the programme’s participation agreement, and the programme office was established at the end of 2020. Digivisio enables learners to learn more easily and flexibly, thus allowing them to accumulate the necessary expertise for a constantly changing world. Digivisio strengthens the role of the teacher as a producer of high-quality content and as a facilitator of internationally renowned study experiences.

Digivisio ensures that the standard of higher education rises and Finns’ access to employment improves – both in Finland and abroad. Digivisio 2030 aims to produce the following by 2030: Finnish higher education institutions have joined forces in the Digivisio 2030 programme to build the future of learning. A total of 37 Finnish higher education institutions are involved in the programme. Opin.fi service, launched in spring 2025, is the first result of the collaboration between higher education institutions within Digivisio.

Digivisio 2030 aims to address many societal challenges in Finland.The goal is to: The programme forms a broad network where all participating higher education institutions work together. The programme is owned and steered by the higher education institutions, and the programme office is part of CSC. CSC’s role is to support the exceptionally wide collaboration of higher education institutions. The programme benefits from CSC’s long-standing expertise in higher education environments and systems, data management, interoperability, and ensuring data security. The first tangible result of the collaboration between higher education institutions within Digivisio is the Opin.fi service, launched in spring 2025.Opin.fi brings together a wide range of open studies from Finnish universities and universities...

The service makes it easy to find open studies to suit one’s needs or life situation. Users can explore, compare, and filter studies from different institutions on one platform. NordenBladet — The Digivision 2030, a joint project between Finnish universities and universities of applied sciences, will bring greater opportunities for all learners to learn flexibly. The aim is to restructure Finland’s higher education over the next decade by means of digitalisation and to make Finland a model country for flexible learning. The project will develop common procedures for higher education institutions and create a shared digital service platform. Other key areas for development include digital pedagogy and guidance based on the learner’s path and shared data.

The digital vision for higher education institutions is a core element of the implementation of the Government Programme. Under Prime Minister Marin’s Government Programme, the higher education system will be developed as a platform for learners and continuous learning. The aim is that degree students, lifelong learners and those without a student place can study flexibly, selecting courses from all Finnish higher education institutions irrespective of organisational boundaries and geographical location. By implementing the vision, Finnish higher education institutions can create a robust international competitive edge for Finland as a society and for every citizen as a learner. “Digivision 2030 brings higher education closer to every Finn and strengthens cooperation between higher education institutions. New ways of organising educational programmes and studying also attract international interest and promote the admission of international students to Finland,” said Minister of Science and Culture Annika Saarikko.

The need for continuous learning and for raising the level of knowledge, competence and skills transcends the different levels of education and age groups, and ties together the needs of education and working life. In line with the common policies reforming continuous learning adopted in December 2020, Finland will gradually introduce a digital service package for continuous learning. It consists of interconnected intelligent online services, such as services for assessing competence and identifying prior learning, guidance services, search services for education, services for the provision of education, and related data resources. The implementation of the digitalisation vision for higher education institutions is a core component in developing the digital service ecosystem. The first product of Digivisio is the Opin.fi: a joint service of Finnish universities and universities of applied sciences with a diverse selection of open higher education studies on a single site. Continuous learning and complementation of competence are a natural part of society. Opin.fi will be available to all learners. The next phase of the project begins: service development continues, the focus shifts towards new user groups, including degree students, and HEI’s international networks and ways to support them also figure on the project... The first higher education institutions and learners will have access to the beta version of Opin.fi at the end of the year.

The lessons learned will be used to develop the service further. The themes and objectives of the project for the following years will be identified more accurately. The first version of Opin.fi is completed and piloted together with the higher education institutions. HigherEd Hub Finland Oy is established as a company that will operate Opin.fi. Furthermore, additional EUR 17.8 million from the strategic funding for higher education institutions will be allocated to the project for the years 2021-2024.
